SCHEDULE OF GRANTEE CHARGES
OCTOBER 1, 2009


The grantee of Foreign-Trade Zone No. 70 in the Detroit, Michigan metropolitan area is Greater Detroit Foreign-Trade Zone, Inc. (GDFTZ), a Michigan non-profit corporation.

The board of directors of the Greater Detroit Foreign Trade Zone, Inc. establishes certain fees or charges. It deems such charges appropriate and necessary to cover the costs incurred by the grantee in connection with development and promotion of the foreigntrade zone program and administration of the grant received from the Foreign-Trade Zones Board, U.S. Department of Commerce. Fees may apply to general-purpose zone operators, subzone operators, zone applicants, or companies and individuals employing professional services of GDFTZ staff for marketing, research or consultation. From time to time the board may adjust fees upward or downward, or institute new fees.


I. Grantee Fees or Charges Currently In Effect:


General-purpose and subzone fees are established annually for the grantee's fiscal year, October 1 st through September 30th, and cover fees due within that year. Annual fees may be increased upon written notice to the operators, at least 60 days prior to the beginning of the grantee's fiscal year. To the extent that fees are reduced after the beginning ofthe fiscal year, appropriate retroactive adjustments will be made.

  • Annual Service Charge to general-purpose zone operators, effective three months after approval by the Foreign-Trade Zones Board:

  • Annual Service Charge
    to operators of manufacturing general-purpose zones, effective three months after approval by the Foreign-Trade Zones Board:

    $ 7,500


    Chargeable to a firm operating or locating in an existing general-purpose zone that requests specific manufacturing, processing, or assembly approval from the Foreign-Trade Zones Board, U.S. Department of Commerce.


  • Annual Service Charge
    to active subzone operators, effective three months after approval by the Foreign-Trade Zones Board:

  • Annual Service Charge
    for inactive subzones:

    $ 2,500
    (25% of active subzone rate)


  • Application Fee chargeable to applicants for new general-purpose zones or subzones, or for any expansion application or boundary modification:

    $ 3,000


    Includes legal fees of $500. Applicants will be invoiced for legal fees associated with new applications, which exceed this amount.

  • *Penalty Fee for late submission of Annual Report:

    $ 500


    As stipulated in our operating agreement, operators are to submit an annual report oftheir zone's activities within 90 days ofthe end ofthe fiscal year (December 1). If that report is not received by the Grantee by December 31 (following a 30-day grace period) the penalty fee will be applied.

    Foreign-Trade Zone Application, when applicant chooses to have Greater Detroit Foreign-Trade Zone, Inc. handle its preparation:

    Fee will vary depending on the complexity of the application and scope of involvement. A specific cost will be quoted upon request.

  • Hourly Charge for Grantee Staff Time
    spent with prospective foreigntrade zone operators or users, or companies and individuals employing services of grantee for marketing, research or consultation. These changes are not related to contracted costlbenefits analysis or application work, nor to normal business development or administration:
